You can keep getting RMA replacements over and over again, just don't keep the Replacement broken phone that they sent you. I sincerely hope it doesn't happen to you, but most likely you're all about to be holding Locked bootloader phones. but the refurbishing plant is breaking ALL of these phones by flashing some generic image to all versions of the phone.
Every single replacement RMA phone that I have been getting from google have been google pixel 2's with v67 bootloader and 'fastboot flashing get unlock_ability' = 1.
